Document view element title settings do not work correctly in VE

Description

Document view settings in the MD specification for a Document View do not behave as describe when committed and generated to VE but they do behave as described when the document is generated locally using DocGen/Oxygen.
The fields are the “Use Section Name as Title” and “Title”. They control if the Title used in the document is the name of the document view element or it is something placed in the title field. When displayed in VE the document title is always the name of the Document View element. The document title should be the entry in the Title field when the “Use Section Name as Title” is false and there is an entry in the Title field as shown below.

  1. In Document specification; “Use Section Name as Title” = False, Title field is empty. Result - The document title in Oxygen should be the section name.

  2. In Document specification; “Use Section Name as Title” = False, Title field is “X”. Result - The document title in Oxygen should be the title field, “X”.

  3. In Document specification; “Use Section Name as Title” = True, Title field “X” empty. Result - The document title in Oxygen should be the title field, “X”.

  4. In Document specification; “Use Section Name as Title” = True, Title field is empty. Result - The document title in Oxygen should be the section name.
